According to the regulation, all of the cadastral parcels in the regulation limit are considered as a whole and are converted into construction parcels. It is natural that there will be an increase in the value of these areas, which are now considered as construction plots. However, in practice, some cadastral parcels in the scope of regulation benefit much from this increase in value, and some parcels are satisfied with only a less value increase. This problem, which is experienced in practice, often brings with it a legal issue or legal lawsuits about the application for citizens. In accordance with the 18<sup>th</sup> Article of the law with the number 3194, a value-based distribution may be applied in practice in all the parcels that are included within the regulation limit instead of a field-based distribution. This application has a great importance in terms of eliminating the existing problems in this field. However, uncertainties related the valuation procedures weaken strength of the value-based method. In this study; applicability of value-based land readjustment and to be adopted by practitioners, the right development was taken as the basis which directly and most affects the value of the real estate. The purpose of this research is to investigate the relationship between population distribution and spatial distribution of urban services in the phases of the city. The information needed for the research has been prepared by document-library and field methods. the fuzzy method was used to scale the indicators (population, water, electricity, and green space) and then the mentioned indicators were analyzed in the ArcGIS 10.8.1 software environment with the Gates Ardeji statistics and Moran's spatial autocorrelation methods. Also, the results of hot and cold spots show that the amount of water and electricity consumption and other investigated criteria are higher in phases two, three, one and four, respectively. It is known that urban transformation has significant benefits in terms of public interest and public health, and increases the comfort levels of city dwellers through urban planning and infrastructure improvements. Despite its many positive effects on disaster-resistant city planning and the priority of life and property safety, it is sometimes possible to encounter very bad examples as a result of incorrect or incomplete applications. It is a type of migration. The displacement may be voluntary or it may be forced. It is a common notion in the world that IDPs is a huge problem for the countries experiencing it. They put a lot of impacts on the areas where they start living. The IDPs of District North Waziristan settled in down in District Bannu, Khyber Pakhtunkhwa, Pakistan during the 2014 military operation against war on terror. These IDPs put great economic impact on District Bannu. They have greatly impacted the business activities. The daily commodity business activities of the whole sale dealers decrease in the area. On a contrary, the daily commodity business of retailer dealers has been increased and a positive change has been recorded. The settling of IDPs has also impacted the land value in District Bannu and prices of land has been increased. Rent of shops and houses also increased. Overall, the settling of IDPs has impacted the economy of District Bannu and those business markets which has directly link with North Waziristan business markets were affected badly. The urbanization process, which begins with migration from rural areas to urban areas, turns the urban area into a collapsed area as it becomes unable to meet the needs of the local people. The physical and social revitalization of these areas, which have become dilapidated, is only possible with an intervention. This intervention is urban transformation. The main purpose of urban transformation applications is; It is the reintegration of living spaces within the city, which are isolated from the city, with the city. This integration should not only be physical and economic but also social and cultural. In this article, the concept of urban transformation, the urbanization process in our country, urban transformation methods are explained, the Üsküdar Çamlıca Urban Transformation Project is examined, and the problems encountered and whether the project has achieved its purpose in terms of citizens are evaluated through surveys. The zoning, lottery and rent problems encountered have been resolved, especially with the contribution of Üsküdar Municipality. A 6-question survey was applied to 120 people. Questions about satisfaction have options ranging from 1 point to 10 points. When the score corresponding to the answers given was calculated and the total average was taken, it was observed that a satisfaction rate of 77% was achieved. This transformation application, which is carried out with the on-site transformation method and revitalization method, affects the local people; It has provided healthy, reliable, earthquake-resistant residences that fit the silhouette of Üsküdar without moving away from living spaces.
